Can’t create Sales Orders in Admin—No Payment Method Available (PayPal Website Standard is selected)

I’m using version 1.1.7 of Magento..

As the subject lines states, I am unable to create sales orders in the admin panel because no payment method shows up.  I have enabled Paypal Website Standard; I have successfully tested this payment method on the frontend with the Paypal Sandbox.

Is this method unavailable when creating sales orders in the admin panel?  It would seem to me that it should work on the backend if it works on the frontend…

Does anyone have any ideas for what I’m doing wrong and/or suggestions for what I should do? Is my thinking incorrect that this method will show up in sales orders that will be created in the admin side of magento?
