Default session user/group

In a nutshell I need:

The International site should default to displaying NO tax for not-logged-in users. The Danish site should default to displaying Danish VAT prices for not-logged-in users.

Right now I have chosen to display prices exclusive of VAT on the international site, but that means that if for instance a registered Danish customer is logged in here, they won’t see the actual price (which should – for them – be inclusive of Danish VAT).

So the perfect solution would be multiple NOT-LOGGED-IN user groups: one for each site.

Any help and suggestions welcome!
