Having nightmares setting up Paypal Website Payments Pro..

not hit this one personally before..
looks like the billing country is plain missing from the request being sent to paypal.
I suspect you have uncovered a bug and the only solution will be to either wait for an (un)official fix or to apply your own custom fix (or get someone to do that for you)
