Paypal Integration in Magento 1.4.1

I’d like to enable Paypal Express Checkout in Magento 1.4.1. I already entered needed information in:
-API/Integration Setting
-Express Checkout Setting

but still, payment option for this isn’t available in the customer’s view. Anybody who could help?

And what information should I enter in:
-Settlement Report Setting?
