wow you have a serious project there

I would suggest you try to use as much of the built in Magento functionality as possible, so that means that you use the built in downloads functionality, and effectively each time a customer is given a code, an order is created in their name with the requisite download permissions.

Then your challenge is basically just figuring out how to do number 4
