What is the purpose of the Interface Locale (Admin)

Yep. I managed that part.
I have the Japanese pack.

Actually I have a bit of question.
Some menu items and so on weren’t translated.
I figure I can use the System/Developer/Inline Translate feature to take care
of those.

BUT..
What happens in the event of an update to the core files?
Will they be over written?

Should I only be using the CSV file?
