Before And After In Local.xml Magento?

I ’ve managed to understand how to move blocks from column to column, via specifying “left” or “right” in the reference tag. But I can’t understand how to change the ORDER in which they appear. I noticed that the “before” and “after” tag have something to do it with, but whats the proper use and syntax for that to move a block from top to anywhere in our page?

For example:

I have a Category page and I have these blocks in it “View.phtml” Inside View Block I have “List.phtml” and inside List block I have “Toolbar.phtml” and So on. Now I want to put my block anywhere within these blocks or at the top of these blocks Or Even I want All these Blocks to get inside my Block. How can I use before and after to achieve this using my Local.Xml. I can do it manually by inheriting respective .xml files So please dont suggest that. Thanks
