how do I remove magento Tags from product page?

I’m trying to remove the Tags feature from the product page in Magento.

So far I have:

1. Disabled caching
2. Cleared browser cache
3. Disabled Tags in the admin for default and all stores (Dashboard > System > Config > Advanced > Mage_Tag > Disable > Save)
4. Completely commented out everything in tags.xml

According to my searching, that should have worked but it didn’t. It appears that the tagging functionality no longer works but the Tags tab and form still display on the frontend.

Any ideas how to get rid of the Tags tab and form would be greatly appreciated.
